NSA Annapolis is located across the Severn River from the US Naval Academy and is charged with delivering base operating support services to tenant commands. These include the United States Naval Academy, North Severn complex, Chesapeake Bay Detachment in Randle Cliff, MD, and Navy Operational Support Center in Baltimore, MD. NSA Annapolis includes over 1,500 acres and more than 400 buildings.

The Fleet and Family Support Center’s program is the best opportunity to begin your time at NSA Annapolis. This information-packed class is designed to make your move a smooth one. A highlight of the class is a tour of the U.S. Naval Academy. The class is open to active-duty service members reporting the USNA, NSA Annapolis, Navy Band and the Naval Health Clinic. Two Child Development Centers are located on NSA Annapolis. Both centers are based on the philosophy that “children learn through play.” Both centers offer full-time child care curriculum with developmentally appropriate activities for children six weeks to five years of age including preschool and pre-Kindergarten programs. Both centers are accredited through the National Association for the Education of Young Children.
Existing Child and Youth Programs customers may log onto https://myffr.navyaims.com/ndwcyms.html to pay balances, make hourly care reservations, update their CYMS HH (Child-Youth Management System Household Account) and print tax statements. New customers should contact the CDC at 410-293-9390 for website access and password.
DRIVING ON BASE
Vehicles on NSA Annapolis must be licensed, registered, inspected and insured in accordance with state and local laws. Rental vehicles are considered privately-owned vehicles for purposes of base entry and access control. The vehicle rental contract will suffice as proper licensing, registration and proof of insurance for base access. DoD decals are no longer required for access to the installation. Vehicles for employees or contractors still need to be registered upon check-in or decal expiration.
Access to property and the installation shall be accomplished by vetting Personal Identity Information to determine the eligibility of an individual requesting and requiring access to the base. For more information please refer to NAVADMIN 146/13.
Speed limits aboard NSA Annapolis are checked by stationary and mobile radars. Radar detectors are prohibited from use on the installation.
All U.S. Naval Academy / NSA Annapolis personnel must register their vehicle at the USNA Complex Pass and Tag Office, which is located in the Visitors Access Center at the corner of King George and Randall streets. - Current registration
- Proof of current insurance
- Valid driver's license
- Military ID card
- Motorcyclists require proof of completed approved safety course
All Maryland drivers are prohibited from using a cell phone without a hands-free device while operating a motor vehicle in motion. Cell phone use is a primary violation and drivers will be stopped and cited. Exceptions are allowed for calls placed to 911, ambulance, hospital, fire or law enforcement agencies, as are calls made by emergency and law enforcement personnel.
Maryland and NSA Annapolis also prohibit texting while driving. This law prohibits an individual from writing or sending a text message while operating a motor vehicle that is in motion or in the travel portion of the highway. This law does not apply to texting 911 or using a global positioning system.
Motorcyclists must wear proper safety gear.
School Liaison Officer
The School Liaison Officer (SLO) provides support for families with school aged children by providing school transition services during the PCS cycle, special education system navigation, and home school linkage and support. The SLO serves as the liaison between the Command, schools and the community in issues related to education. The SLO works with schools and families to ensure the Interstate Compact on Educational Opportunities for Military Children (MIC3) is applied to ensure military children receive the maximum opportunity for academic success.
Interstate Compact on Educational Opportunity for Military Children (MIC3)
The Military Interstate Compact (MIC3) provides for the uniform treatment of military children transferring between school districts and states. The Compact seeks to make transition easier so military connected children are afforded the same opportunities for educational success as other children and are not penalized or delayed in achieving their educational goals. Fifty (50) states and the District of Columbia have adopted the MIC3.
Local School Options
There are no Department of Defense schools at NSA Annapolis. However, abundant educational opportunities for preschoolers through adults exist in the Annapolis area with at least 130 accredited public and private education institutions.
Students living the Annapolis Area Complex and attending public schools are part of the Anne Arundel County Public School System (AACPS) https://www.aacps.org/ . Attendance in any particular school is based upon the current address. To find out which elementary, middle or high school is zoned for a particular address, go to MyAnneArundel at https://www.aacounty.org/ Anne Arundel County Public Schools offer a variety of magnet programs known as Programs of Choice: STEM (Science, Technology, Engineering, Math); PVA (Performing and Visual Arts) BMAH (BioMedical/Allied Health) as well as the International Baccalaureate (IB) high school and middle school programs.

Families choosing to homeschool in Maryland must submit a Homeschooling Notification form to the public school’s Department of Student Services and undergo a bi-annual portfolio review with the school system or supervising non-public school/institution. The Annapolis area is fortunate to be close to numerous institutions of higher learning. Anne Arundel Community College offers a wide range of degree, certificate and continuing education programs. Annapolis is 30 miles to Baltimore, MD and Washington, DC, so many Annapolis residents commute to work. Traffic conditions may make this trip difficult; however there are ride-share opportunities and the Maryland Transit Authority operates commuter bus services. EXCEPTIONAL FAMILY MEMBER PROGRAM
The Exceptional Family Member Program provides an all-inclusive approach for community, educational, medical, and housing and personnel services for families with special needs. Enrollment is mandatory for all service members who have family members with special needs. Enrollment ensures maximum provision of services to the family throughout the service member’s career. Special needs include special medical, dental, mental health, developmental or educational requirements; the requirement for adaptive equipment assistive technology devices; or services of a wheelchair. Navy Housing is responsible for the overall management of all housing Navy-wide including permanent party Family Housing and Unaccompanied Housing. Through its public-private venture, the Navy is revitalizing military housing by partnering with private-sector developers to offer quality, affordable housing communities.
The Department of the Navy Housing Service Center is available to meet all housing needs. Personnel must first report to the Navy Housing Referral, whose staff members will assist them in locating housing on-base, off-base or within the local area. The FFSC Relocation Program Assistance office operates a loan closet, which can supply basic household items at no cost until your HHG shipment arrives. Items are available on a first-come, first-served basis and checked out for two weeks (extensions may be obtained upon request). All items must be returned in the original and clean condition. Please bring your military ID and a copy of your PCS orders when checking out items.
Items include queen- and twin-size air mattresses with futons, folding table and chairs, dish set (dishes, bowls, silverware and glassware for four), pots and pans, baking dishes, can openers, cutlery, mixing/measuring utensils, iron/ironing boards, etc.
The Loan Closet is located at the Fleet and Family Support Center, 168 Bennion Road, Annapolis, MD. Items can be obtained Monday-Friday (except for federal holidays), 8 a.m.-4:30 p.m. No appointments are necessary. For more information, please call (410) 293-2641.
Navy Gateway Inns & Suites is the only military lodging facility located on the U.S. Naval Academy grounds. Located on the second and third floors of the Naval Academy Club, the facility includes 16 luxurious, custom-decorated suites including two elegant Distinguished Visitors Quarters. Due to its historical structure, the facility and rooms are not handicapped accessible to meet ADA requirements. Check-in time is 3 p.m. Check-out time is 11 a.m. Reservation cancellations must be made by noon on arrival date. Certificate of Non-Availability
Personnel on PCS and TDY orders are required to obtain a Certificate of Non-Availability (CNA) when lodging is not available at the Navy Lodge and the Navy Gateway Inns & Suites (NGIS). CNAs must be issued prior to the arrival date noted on the Travel Orders and it is a prerequisite for the reimbursement of the off-base lodging expense. The Navy Lodge is responsible in issuing CNAs for PCS and the NGIS for TDY.

Naval Health Clinic Annapolis provides primary care at the Hospital Point facility. All urgent, emergency and inpatient care is provided at local civilian facilities or at military medical treatment facilities within Naval District Washington.
Naval Health Clinic Annapolis services include Behavioral Health, Exceptional Family Member Program, Family Medicine, Flight Medicine, Immunizations, Laboratory, Occupational Health, Optometry, Orthopedic Surgery, Pediatrics, Pharmacy, Physical Therapy, Podiatry, Radiology, and Substance Abuse Prevention. The Dental Clinic sees active-duty personnel only. It offers a wide spectrum of oral health care including diagnostic, preventive, restorative, orthodontic and oral and maxillofacial surgical care. PERSONAL PROPERTY OFFICE
As soon as you arrive at NSA Annapolis, contact the transportation office or the moving company (Transportation Service Provider) at (410) 293-2286. Let them know how you can be contacted -- phone, mobile phone and e-mail. If you already have new quarters, they will help arrange delivery of your personal property shipments. Otherwise they will arrange for temporary storage until you have permanent housing. Make certain that you or someone who can act on your behalf is available at your new home on delivery day. If the moving company arrives and cannot deliver the shipment, you may be charged for the attempted delivery and any additional storage that may result.

Your family may include four-legged or feathered family members, too. Ensure your pets have a smooth move by using the following tips:
- Make arrangements for transportation of your pet(s) well in advance.
- Have your pet examined by a veterinarian before you move. Get a copy of all health records, rabies certificate and other certificates. The certificate should include a complete description of your pet, a list of all inoculations and a statement that it is free from infectious diseases. Carry the records and certificates with you.
- If your pet is excitable or gets motion sickness when traveling, ask your veterinarian to prescribe medications.
- Attach an identification tag to your pet's collar. The tag should include the pet's name, your name and destination address and the name and address of a person to contact in case you can't be reached. Also, carry with you a color photo and, if your pet has a ID chip, the chip’s number.
- If you will transport your pet via airplane, check with your airline carrier regarding regulations and restrictions.
- If you are traveling with your pet via personal vehicle, you can find pet-friendly hotels at Petswelcome.com.
- All dogs and cats 4 months and older must be vaccinated against rabies and must be licensed through Anne Arundel County. You have 30 days to license your dog(s) and/or cat(s). For more information on licensing your pet, go to https://www.aacounty.org/AnimalControl.
- There is no veterinary service available at NSA Annapolis. The nearest military veterinarian is located at Fort Meade, Md. The clinic’s primary mission is to provide care for military working dogs, so basic veterinary care for pets is available by appointment on a space-available basis. Please call (301) 677-1300 for appointments and information. A military ID is required for your pet to be seen at the clinic.
- If you will live in on-base housing, be aware there is a maximum of two pets (dogs and/or cats) permitted excluding birds and fish. Any damage caused to the unit or grounds by a pet is the responsibility of the service member. Barnyard or exotic pets, including reptiles, ducks, rabbits, chickens, ferrets, etc., are not allowed.
- There are no boarding facilities on NSA Annapolis. The closest military boarding facility is the Ft. Meade Pet Care Center, which has 28 indoor/outdoor dog runs and 11 cat units. It provides 24-hour heat and air conditioning, automatic water fixtures and state-of-the-art aluminum bars to no entangled claws. The Center also has a veterinarian on-call 24 hours a day. Your sponsor (per OPNAVINST 1740.3C) is one of the most significant resources for assistance before and during your move. The sponsor will be someone from your new unit who is assigned to assist you as you settle into your new location. Your new command will appoint your sponsor in writing. He/she will be the same or close to your rank and the same marital status, if at all possible. This person will be knowledgeable about the local community and the installation and will be available to assist you and your family for at least two weeks after your arrival.
Once you receive orders, within two weeks you should receive a welcome aboard message through your current command. If this time has expired or you need a more timely response, please request a sponsor by contacting your gaining command or unit. Baltimore/Washington International is the closest airport, which is 30 miles from base. There is public transportation from BWI to Annapolis. Taxi and bus fares generally are not reimbursable. Your orders must state commercial transportation is reimbursable in order to be paid for public transportation.
